The large assembly of actors in the photo promises a packed dojo for Johnny and Daniel as they get ready for what comes next.
If what happened in Cobra Kai season 5 is any indication, the characters will soon turn their attention to the Sekai Taikai tournament now that Terry Silver has been defeated. Based on the photo, Chozen will indeed be on hand when the series returns.
He fought alongside Johnny and Daniel against Silver, and also helped in their students' training, but there was never any guarantee he'd be back as a main character after Cobra Kai season 5's ending. Although Chozen and Tory only interacted once in Cobra Kai season 5, it was enough to spawn a popular theory about their respective futures in the series. The scene with Chozen helping Tory felt like the beginning of a new teacher-student dynamic, and while it ultimately went nowhere, it could be paid off meaningfully in Cobra Kai season 6, especially since Tory was shown standing alongside the rest of the cast at the Miyagi-do dojo in the photo.
Season 5 ended with Tory having no dojo and no clear route to the Sekai Taikai. But as the photo all but confirms, she'll be joining Johnny and Daniel's dojo. That should pave the way for her to find a new mentor in Chozen since she cut ties with Kreese.
Neither Johnny and Daniel are in a good position to fill this role for Tory. While Daniel has admittedly opened his mind a bit when it comes to other approaches to karate, his own style has remained the same, and it's not one that meshes well with Tory's aggressiveness.
Johnny's style fits her better, but even when she was his student in season 2, they never seemed to connect. Chozen, at least, has at least been shown to be someone she's willing to learn from. Because of that, it makes a great deal of sense that when Tory does join, it'll be Chozen who she spends the most time with.

Chozen's history in The Karate Kid franchise supports the notion that the two would make for an ideal student-teacher pairing in Cobra Kai season 6. Like Tory, he had a reputation as an overly aggressive character who often let his anger get the best of him. Chozen has since acknowledged the challenges he had with overcoming the issues he had in The Karate Kid Part II. Sharing them with Tory can give her someone to relate to as she moves forward.
